I would like to make a modification of building permit. Can I start work without having an answer? And if my request for modification is refused the first building permit is still valid?

An application for a building permit amendment must be submitted to make changes: - to the contents of a building permit previously issued (valid and for works in progress); - or for a project that is the subject of an application for a building permit under investigation. In the second case, the present application will cause a new period of investigation which will replace the previous one and will remove any right to a tacit permit under the original project. This request is only receivable on minor modifications which do not fundamentally change the nature, the importance, the arrangement or the composition of the project. If not, a new application for a building permit must be filed.

So I think you can start the work if you have already got your license.
