According to your description, you are in the presence of a ceiling formerly painted with gelatinous white. You were lucky that this one does not hold more and is taken off easily, which is not always the case. Since you have been able to dry it dry, I advise against leaching the ceiling. Brush it, dust it off, re-seal any cracks and holes, apply a hardener if the plaster is very powdery. Finally repaint it with a good vinyl or acrylic ceiling paint.
