When a neon purrs, the problem usually comes from magnetic ballasts, but yours is apparently not equipped (they equip the older fixtures, but it is increasingly difficult to get in DIY superstores (you have to go to a specialized trade).
In this case, they can be replaced by these electronic ballasts, or simply replace the entire luminaire. It is obviously not normal that a new device does not work properly.
