After a good sanding and cleaning with hot water and soap you can paint the banisters and bars with a classic interior paint for wood (micro-porous paint). On the other hand, pay particular attention to the zones of passage, thus trampling: pass a first layer of painting "special soil" (comparable to paintings "concrete"). If you want to get a non-slip surface, before drying sprinkle the paint with very fine sand. Then, pass your second coat of floor paint.
