Wanting to make a plancha, I recovered a cast iron plate 60x50 not bad damaged and rusty. With what could I sand it to make it smooth and clean?

As you intend this plate to direct cooking of food, I do not advise you to use a rust inhibitor or any other chemical which could be toxic. The ideal solution would be to rent a sandblaster to thoroughly clean your plate. Calculate the cost and see if it would not be wiser to buy directly a dedicated plate for this purpose. You will have a wide choice and can multiply the uses by buying a model usable on both sides: a flat face for cooking fish and vegetables and the other side grooved that will let the fat of meat. Of course you can of course sand your plate with emery cloth and a good electro-portable sander, but it's a very big job...
