The reasons that make cold water network lukewarm remains are multiple. For a precise analysis, one should at least know the design of the installation.
This problem may arise from an unexpected mixture of hot and cold water in the network or at the level of a heat exchanger, cold water pipes too close to a heat source (boiler, heating pipes or hot water, etc.), a bad water / cold water seal at the level of mixers (but this cause seems to have been ruled out). Normally, a plumber / heating engineer must be able to remedy this problem by having access to the entire installation.
